City of York Council has been informed that TIER do not wish to extend their contract, thereby taking the decision to end its E-Scooter and E-Bike trial in York.

The trial was part of the Department for Transport micro-mobility trial and has been operating since September 2020 in York. The TIER service in York will end on 31 May 2024.

How to use the E-Scooter service

The TIER service in York will be available for use until 31 May 2024.

To see where they’re available to use please download the TIER app, which is available on the App Store, Google Play, or

All TIER riders are encouraged to complete the AA Ride Safe School. This training guides users through the safe use of e-scooters to make sure you and the community are safe throughout the trials.

The service is only available to adults (18+) and who have a valid full or provisional driving licence and have registered with the e-scooter provider via their app, so that they are covered by insurance, like with any car. E-scooters are not suitable for children. It's imperative that only the account holder rides the e-scooter. If someone else other than the account holder is riding the e-scooter it will be uninsured. Do not at any time let your family or friends use your account to ride the E-scooters.

See TIER’s simple 6-step guide about how to use the TIER app.

Can you ride your own e-scooter on the highway (not a TIER e-scooter)? No. Privately owned e-scooters are only legal to ride on private land (with the landowner’s permission). However, if you have your own electric bike you are legally allowed to ride it on the highway.

TIER scooters are Pay as You Go with a £1 unlock fee and per minute fee. TIER also has a range of packages and subscriptions. To offer more inclusive and fair access to sustainable mobility, TIER has launched the "UK Access Scheme."

The council is not processing any personal information as part of this E Scooter trial. However, to find out more about the other organisations involved and what they do with personal information, please view the TIER app privacy notice.
